This document is the third of the strategic environmental monitoring reports that the Basque Ecodesign Center has produced drawing on the knowledge acquired through its monitoring system. Its aim is to compile the latest market and regulatory changes that act as levers for the transition to a more circular and decarbonised economy. In addition, it identifies new standards and recognised methodologies that are relevant for the value chains operated by the partner companies of the Basque Ecodesign Center.

The Voluntary Sustainability Reporting Standard for SMEs (VSME): a simplified and proportionate reporting tool designed to streamline ESG disclosures in a standardised and efficient manner and improve SMEs' access to finance and business opportunities.

Thus, rather than SMEs having to complete multiple uncoordinated ESG questionnaires, the VSME provides a single standard that stakeholders can use to assess the sustainability performance of their supplier companies and value chain.

This document is the presentation of the Basque Country's nationally determined contribution (NDC) under the Paris Agreement as prepared by the Basque Government, reaffirming its commitment to climate action and its alignment with international, European and national decarbonisation targets. It consolidates the Basque Country's intention to move towards a carbon-neutral, resilient and just economic, energy and social model, in line with Law 1/2024 of 8 February on the energy transition and climate change.

The document provides guidelines to identify and classify the budget items linked to decarbonisation and climate change adaptation, as per the Basque Energy Transition and Climate Change Act 1/2024; it also estimates the energy transition and climate perspective in the Budget of the Basque Country as standing at 1.9%.

The guide, which is part of the LIFE Ip Urban Klima 2050 project within the group of actions aimed at generating tools and training for local administrations, offers Basque local councils a clear methodological framework for applying various tools to help them face the challenges related to climate change, according to the current and future regulatory framework.Methodological Guide.

The report “Circular Economy Indicators Euskadi 2026”, prepared by Ihobe, the Public Environmental Management Company attached to the Department of Industry, Energy Transition and Sustainability of the Basque Government, updates the monitoring panel for the implementation of the circular economy in Euskadi, initiated in 2018 and updated in 2021, to assess the territory's progress with respect to the objectives set by the European Union and the Euskadi Circular Economy Strategy 2030.
